Since the 17th CPC National Congress (2007), the reform and innovation of institutional mechanisms has promoted the sound and rapid development of cultural industry. In Hunan, this industry has not only emerged as an important pillar industry, a 100-billion-yuan industry, but also an emerging industry of strategic importance.
During the 11th Five-Year Plan period (2006-2010), Hunan’s cultural industry maintained an annual average growth rate of around 20%. In 2011, the total output of the province’s cultural and creative industries reached 235.2 billion Yuan with an added value of 101.3 billion Yuan, a year-on-year growth of 20.8%,of which the total output accounted for 5.2% of the province’s GDP, contributing 7.8% to its economic growth.
Many cultural industry groups have been established in Hunan, including Golden Eagle Broadcasting System, Hunan Publishing Investment Holding Group, and Hunan Daily Press Group. Hunan broadcasting, publishing, animation, and performance art brands have excelled in the country. Among the 322 cultural brands listed on the Annual Report on Cultural Brands’ Development of China (2006-2012), 36 are Hunan’s cultural brands, almost 11% of the total. Furthermore, Hunan Publishing Investment Holding Group has been included into China’s 500 largest enterprises and groups for five consecutive years.
