According to the statistics of the Ministry of Industry and Information Technology, as of January this year, the IPTV users has reached 14 million in China. Since the first IPTV service opened in 2004, IPTV has been recognized as “the most promising, but the slowest in actual development” business of the fixed-line service.

In 1999, the British company Video Networks, Inc. rolled out world’s first IPTV service, subsequently, many foreign telecom operators have entered into the IPTV market.

China began the construction of IPTV In 2004, when China Telecom and the Shanghai Media Group put IPTV in commercial operation in Guangdong, Shanghai and other cities. In the same year, China Netcom also opened IPTV commercial system in Heilongjiang and Liaoning.
